No but the complete lack of support for the people of New Orleans was the will of a government who believe that they have God on their side. A disaster which was identified 12 years ago and yet nothing was done about it, but $364 billion dollars has been spent in afghanistan and iraq since 9-11. This is not a will of God but the will of redneck hoodlums who cannot be trusted - it is the will of the devil.
