I need to block a notifier that is repeatedly broadcast to my desktop. How?

I stupidly signed up for a free trial and the buggers won't stop sending this thing for a full subscription.

I want to shut it off once and for all.

You should be able to use a startup manager such as windows msconfig or the advanced tools option in spybot S&D to disable the bugger. If all else fails try using Hijackthis!.
