i hear from many people that the skilled workers are not evaluated as their profession and graduation in canada by the employers and should accept low jobs to tolerate the living expenses there, thus can anyone describe me why they emphasize to catch them and then make them so embarrassed due to look down on them?

I am not quite sure what you are asking. Canada is pretty much on par with the rest of Western Democracies in its need for skilled labour. The only real short falls are in the medical sector, Doc tor, nurses, etc. and in certain I.T> fields. As for pay and standard of living, Canada has one of the highest standards of living in the world, and pays skilled tradesman very well. If you are asking about accreditation of foreign tradesman, or professionals, then it depends on the country they have come from and the skill level and training they have. For example a MD from Japan would find it easier to get his medical license in Canada then one from a developing country like Haiti.
