On tv it looks like she lip sings but you can never be too sure until you actually see her live.

the standard policy which she follows isnt lip sinc-its her voice in the background and she sings ontop of it -lip sinc means playin the music and just makin your lips move-thanks and i prayed and made my heart move to let Jesus into my heart -now i sing alot for Jesus and i love hannah montana and we got Miley on our 360 as one of our princesses-she is ok=thanks david

Well, what does it matter, since she is a fictional character.
I don't know if Miley Cyrus can or actually does sing. If she does sing, then she would do it with her lips. If not, then she would be LIP-SYNCING.
