It really depends on the context and the look. Some guys get this horrible creepy expression where you can tell they are just picturing you naked and having something disgusting done to you. It's an agressive, predatory, semi-rapist look, and it makes us feel bad about ourselves, and also frightened if we are on our own.
But if you get looked at like "Wow! You are a goddess; please let me worship you for 2 seconds" I mean obviously that's respectful and extremely flattering.

If he's classy, well dressed, and smells good then his stare is usually classy, done with taste, and I blush. However, these men will typically only do this to women they have rapport with, which makes their actions even classier. Ah, well, usually this brings out passion, and well, can't say more here.
If he's sleazy, dirty, and smells like trash then my mind races on "GET AWAY", and I look for people nearby to help ... oh, why can't I remember that kick-boxing move (is it jab-cross jab-jab kick) ... ah, what did I do with the mase.
