We do. It's called the electoral process. When the candidate is running is the time for all questions to be asked, and all backgrounds to be checked. While not perfect, it works fairly well.

No exams because Constitution and various court rulings have made it clear that no tests can be used to eliminate voters or political candidates. As for interviews...what do you think the whole campaign trail is? It's a chance to get to know the candidate.

Candidates should be given examinations and be inteviewed by the people in order to know their qualifications not just by their popularity or past records.
