Well, that's a dumb question, isn't it.
Can you imagine what would happen if the streets were not cleaned and the rubbish were not collected.
It would pile up higher and higher and get smellier and smellier - not to mention the increase in vermin like rats who like to feed on garbage.
As for being stupid? What makes them any more stupid than someone else. Just because they collect the garbage does not by any means make them dumb. It is a job - an essential one, like many others.
