Is it too late to make it a saltwater tank? I mean, can I change it without emptying the water and starting over?

When you fill a saltwater tank for the first time, your fill it with water, then add the salt to mix it. The only problem is that you should always use distilled,RO, or de-ionized water with a salt water tank. Anything else will cause you huge slime blooms. You also need to use live sand of aragonite as a substrate (at least three inches) and one pound of live rock per gallon of water. These are an extremely necessary part of the filtration system of a saltwater tank and you cannot do without them. You will also require a three stage filter system, lots of water movement and a minimum of florescent lighting.

If you want to convert to saltwater, I would start from scratch.

Different filtration and substrate are required. Different organisms and bacteria in the water and tank for a saltwater setup.

Start over.

It depends on what sort of equipment, substrate, and tank size you have. Salt water tanks require a fairly different setup than fresh water. You will have to start your cycle over again as the current bacteria in your tank will not survive in salt water. (You can keep the water.)

No it is not too late just do whatever you have to do and start circulating the water and get enough airation going thru and enough salt too correct the problem, the situation should rectify itself in a couple of hours
