It is my opinion that a billion million is bigger. But of course mathematics is not based on opinion, but on a small set of maxims, and from there everything on proofs. So they are equal because of the proof of multiplicative commutability. The same way that 2+1 equals 3, 1+2 equals three. That is a believe a Euclidean maxim, or something as given is so apparent to be obvious and accepted without tthe need for a proof. (although you can create one) Two numbers added yield only one sum. And n+1 only yields one number. So 1+2 doesn't equal 3 and also 650. It only ever adds up to 3.
