It is a negative term to refer to an unsophisticated person . The word is mostly known in the USA. It is offensive slang.
Some historians claim that the term redneck originated in 17th century Virginia, when indentured servants were sunburnt while tending plantation crops. Ironic really that the same word that is used to offend the poor today, originated from a time when it was used against indentured servants and it really just reflected the hard working people at that time in history. contradicting the meaning it has today in a way.

Redneck "came from the farmers or workers in small towns that worked with their shirts on in the fields and had sunburn on their necks-the part not covered by the shirt. It has evolved to mean someone who is not very smart, lazy, lacking in certain areas. You know, the guy who sleeps with his dog, pats his wife on the head...

WOW. Victorius has the only educated answer. Good job. A red neck is anyone who lets lose once in a while, like to have fun, loves God, family, and country, works hard and always has time for others.

i think it comes from generally not very educated subsistence farmers who were forced to work in a hot sun for hours on end to generate enough food and income to keep from starving to death. as a result of working in their fields, their necks were often burnt, thus turning them red, hence the term.

unless you meant its current pejorative usage, in which case i'm sure you'll get plenty of info. it'll no doubt be more interesting than this was.

redneck referes to hill billy people or white people that are really white and live in trailor parks and litterally get "red necks".
