In the beginning, probably similar to George Bush in terms of the speeches against terrorism and the war in Afghanistan. He would obviously have taken steps to increase safety and security in the U.S. against future terrorist attacks, but steps that would only mirror the steps that Bush had taken (for example, the Dept. of Homeland Security might not exist). I don't know whether the improved security steps would be better or worse off than it is under the Bush administration, but you can bet that there would have been a higher regard for privacy as per the nature of the democratic party. It is highly unlikely he would have waged a war in Iraq or perhaps even shifted media attention toward that country.

Al Gore could have responded the same as Bush because the Americans wanted that terrorists be annihilated.

Similar response in Afghanistan but would have gotten back out real fast. Hit and run and run and run

I think he would have done much the same as Bush. People forget that the Clinton administration was no big fan of Saddam either.

He might do the same as George, its hard to tell how actually but I wouldn't expect any in office president to do nothing. He would surely be criticized for what ever he would do as all president will be, including Bush.

Probably similar to president's Bush's response. And given the same Intel as the president he would probably invade Iraq. But his cabinet would have been different so we can only speculate.

I think we would all be in a better situation than we are now b/c Bush is responsible for the attacks on 9/11. Period. (Loose Change)

Maybe he would have done something back in August 2001 when the CIA released the report "Terrorist determined to attack U.S. using Commercial Airliners".

I think he would have tried to ban the internal combustion engine and confiscate every American's guns. The man is not only an idiot but he's an idiot with an agenda.

I think he would have gone after Bin Laden in Afghanistan and concentrated all forces on that rather than invade Iraq.
