Both.

Probably neglect more-so though, because I relate that to children whereas I relate apathy toward politics.

Well, I think Apathy is a condition, where as neglect is knowing something and failing to act. I have to say neglect.

Between the two you've show cased... I definitely despise neglect.

We have responsibility in every situation and neglect just can't be tolerated, (at least by me.)

Given a parent and child relationship, there are rights and responsibilities on both sides; any failure to live up to ones part of the bargain, how ever that might be decided, is a neglect that causes the relationship to temporally suffer as a result. Similarly, in a employer/employee relationship these dynamics remain intact.

There is also responsibility toward our environment, our homes and our neighbor's home, public property and nature, our places of work and entertainment; neglecting our responsibility to take a full part in caring for our physical surroundings is poor repayment for what they yield freely to us daily.

Dereliction is high on my list of "no no's."

I despise apathy more. Apathy is destroying this nation(usa) faster than neglect.

both...apathy says I dont care about you and yours. Neglect says I dont care about me and mine. They, to me, are two sides of the same coin. Neither is useful for helping others or ourselves
