Federal holidays (enacted by legislation) are only implemented by each individual State. In other words, it up to each State's jurisdiction of whether or not they will or will not observe a federal holiday. Some States leave it up to the decision of each employer. Federal Agencies (and I think Federal Contract Employers are also under this rule) are the only institutions, within the United States, that are legally required to observe the legalized holidays.
If you want to have a "Day of Sobriety," you can lobby (if you don't run/operate the organization) your organization to create an in-house policy that would support it. The most important issues with policy (including legislative) is creating them so that they are not harming anyone (including the agency), and that they are implemented. Implementation is the most difficult, since it does require continuous commitment and support of the organization and its staff.
Publicizing it before hand, possibly will prepare the "homeless drunk bums" to expect this. But, "homeless drunk bums" go to your workplace for some reason. To sleep? To get off the streets? To eat? The point that I am trying to also make is, your organization may not be able to get all the "homeless drunk bums" to comply and the organization may not be able to or shouldn't do anything to keep them away from the services that your organization may provide.
It sounds like a great idea.
