It depends what perspective your coming from, if you came from a psychoanlytical perspective freud may of suggested that its apart of the oral stage, and later in life the child will suffer effects associated with the oral stage.
From a physiological point view, the effects of sucking a lollipop would depend on the chemicals contained in that lollipop or sweet. But it would probably have an effect of the 'pleasure box' ie the hypothalamus which controls fear, and pleasure.

With prolonged sucking .....Cavities, overbite, crooked teeth, high palate, thinning of palate, gum disease and boiled rough sweets can cause blisters.
