Why the hell do you want to look like a bull with a ring through your nose? Pierced anything is stupid! You can get AIDS, hepatitis and any disease that is transmitted by needle use. Especially if you go to a cheap place.
If you are determined to get it done have your doctor do it. Most doctors will do it but it will be expensive.

The cheapest place is not always the best place.
Get it done at a clean, hygenic professional studio that uses a new needle every time. Make sure that they do not pierce you with the stud gun.

i don't know about that but i do know that you shouldn't get your nose pierced at some random cheap shop it may not be safe.
