I'm not so sure about LA, but I can tell you in most parts of the country you would be hard-pressed to find an attorney who would openly 'attack' a colleague and do it for no pay. A pro-bono case against a government agency? Depending on the exact circumstances, certain organizations like ACORN, ACLU, etc. might be willing to provide legal representation for free. States do have an attorney disciplinary commission which, if it determines that a lawyer is guilty of malpractice or other unethical activities, has the authority to sanction, fine, or suspend their priviledges to practice law in that state for a period of time. Sometimes if the client has sustained such a loss from the malpractice they can reimburse the client fees which have been paid to that attorney from funds they collect as fines.
