By incompetant people, I assume you mean people medically or mentally incompetent to make their own decisions. I f thats what you mean...then I am against it. How can someone legally test something on someone who is not fully aware of the risks or side effects of a drug? But I guess it also depends on the circumstances as well. If someone is in a coma, and an experimantal drug has the possibility of returning tham to a normal life....would it not be worth a try.

This is why family members should be consulted.
But if an incompetent person is a ward of the state, there are groups and people who are responsible for making these decisions on their behalf. But it would depend on the reasons involved and what the drug might do.
It's an iffy scale, and should give you a lively debate here on Yahoo.
