Generally speaking, no. Think about it -- people post their pictures in online photo albums that are accessible by the public as long as they have the url. And people post pictures of celebrities or of non-celebrities on their blogs that are also publicly accessible.

Unless the person has specifically stated that the picture cannot be posted without his or her consent, or if the person does not state specific copyrights for the photo, it may be assumed that the person does not mind if you post the photo elsewhere.
I always ask if it's OK with someone if I post their photo.

I don't know about illegal, but most sites include that as a violation of their Terms of Service.

No it isn't, unless the photos are copyrighted (not yours) or are of pornographic nature, in which a proof of age disclosure form needs to be signed.

Of course, Duh!
I would not want some pervert posting my pictures for his/her own pleasure. eeew! Nor do I want a stalker, or my Idendity taken. I would assume it would be illegal. Mine are always illegal unless I say otherwise.
