Many different groups, and often terms are used interchangeably when they really should not be.
Liberalism is a political philosophy that believes in being open to change, progressive, favoring political reform and protection of civil liberties.
Conservatism is the opposite political philosophy, believing in consistency, adherence to tradition, conformity with traditional values, and strong regulation of societal conduct.
The Democratic party is one of the two major parties in the US. It was originally liberal, but has evolved in the past couple decades to focus more on government subsidies and support for social programs, wanting a large federal govt to provide govt-regulated services. A fairly socialist model, though not to that extreme.
The Republican party is the other of the two major parties. It holds largely to conservative values, except for fiscal conservative policies which it abandoned about a decade ago. The Republican party currently is run by neo-conservatives, who also favor large federal government as a way to regulate social behavior on a national scale.
These are not the only parties, and many conservatives and liberals have left the above parties to join with moderates in other parties. Also, not all issues fall cleanly into the left/right liberal/conservative split. For example, both Democrats and Republicans favor large government and high govt spending.
In opposition to that model is the Libertarian party, which favors small government, low taxes, strong civil liberties, as well as fiscal and personal responsibility. It's the new comer to the scene, even though it's been around for most of a century.

You need to mention an issue, like housing. The idea is to provide housing for a cross section of people from the poor to the wealthy in more of less the same area. Assuming the Federal Government had the land and place to put the houses, say 5000 units from large four bedroom houses to modest townhouses and middle class housing in between.
Progressives would begin by requiring that a significant number of jobs be filled by the poor, ethnic minority's, females and veterans of the Iraq War Era.
They recruit the work force from the local area, and then send them to CETA type training classes to insure that this work force would be prepared to work for beginner wages that would be graduated as the individuals improve in skills until they are certified to be carpenters, welders, backhoe operators and so on.
The trained work force would be integrated into skilled teams of journeymen workers employed through private companies with significant supervision on the job site along with the company leaders.
Then this team would build the housing that they were trained to do and eventually according to ability to pay be placed in the housing they helped to build and landscape and maintain and so on.
Liberals and liberal Republicans would have private companies building the structures for low income, minoriities, females head of households, and will qualified and employed middle class people in the region. Training and education would be provided to the folks that need help who are going to purchase these units with low interest loans and tax credits for those that have middle class incomes depending on numbers of children in the family. There would be support, education, employment assistance and all the other tools used to make people function above the poverty line.
Old fashion economic Republicans would go along with the training and supervison but would require that the tenants take more responsiblity for there own income and would give low interest loans for the benefit of the business's that build needed housing.
All other Republicans including Conservatives, Social Conservatives, Religious Conservative Republicans and your everyday libertarians would not participate and would do everything in their legal ability to stop the project. They would however pass out government secure financing for the construction of the private homes in the project.
No help for the low income, minorities, disabled and so on.

Liberals are known as the more sophisticated and open-minded.
Conservatives are known mostly for religious issues, usually always Christian in the US; And the more secular republicans are known for their love of money.
