Do you mean Arabic or Islamic? Representation of people, Mohammed the prohet of Islam, or Allah are not permitted and you would not be able to get a truly Islamic tatoo if it violated those parameters. You could get the phase 'God Is Great' written in Arabic as a tatttoo. Perhaps this is what you meant. I think God Is Great or other short Islamic proverbs are probably popular tattoos.
Because of Islamic provisions against portrature even a non-religious Arabic themed tattoo would probablt be a floral or geometeric pattern.
Non-religious symbology would not be insulting, but you would need to be careful about where on your body you put an Islamic phrase. Tattooing your butt with an Islamic proverb would be seen as insulting I think.

First of all, Arabic is a language, and Islam is a religion. Not all Arabs are Moslem.
And to answer your question - I think to most Arabic people, it would be perfectly acceptable.

from how i understand it, any reproductions (paintings, pictures) are taboo, hence most of their art is geometric forms.
but as i see it, anything anyone does is going to offend someone somewhere, just watch that you aren't there!
