hardly any truth in it ! there are sadhus in himalayas, who are celebate, but they don't lose it. there can not be an ordinary guy, who does not involve in sex, once in a while, atleast masterbation. sexual energy needs outlet, it's a basic instinct, can not be ordinarily controlled. but if a guy does not get the opportunity, he may lose the confidence, that's it. more psychological, than physical. perversion takes place, if natural outlet is not found. a person can remain without sex, if it so happens, but why would he lose the power ?

Listen, YES it is TRUE and it is the reason that many elderly people with Alzheimer's Disease are now engaging in games and activities that involves the thought process... because they've found that those that use their faculties retain it and forestall the devastating effects of Alzheimer's Disease.
If you do not use particular muscles, do they not atrophy? If you are kept in darkness for 20 years, do your eyes not lose vision for lack of light stimulus? If you do not engage in certain activities (math, history discussions and reading) do you not forget facts, details and things? The same is true with everything that you do not use... if you do not use your artistic talents, you WILL lose skills and dexterity. This is a very common statement used in several therapeutic fields, and for good reason: it is most certainly true!
Insofar as those that claim to be celibate... HOW do you know they do not masturbate? Being celibate does not mean they are asexual...! My grandfather had a very healthy sex life well into his late 80s... according to his (then) 27-year old girlfriend that was so damned jealous of other women even talking with him! Oh, my grandfather was NOT wealthy... but he was a happy dirty old man (with his ladyfriend, the 27-year old)!
HOWEVER, let me caution you... there ARE other reasons for loss of one's sexuality... certain medications, poor blood circulation, not enough testosterone due to smaller muscles due to lack of exercise, over-weight, etc. These are medical conditions that should be considered health problems, not sexual performance problems (one is not the same as the other)
