This is a BASE TWELVE system (As opposed to the traditional base 10 system.) The numbers you see are the equivalent of 0 through 37, A and B having a value equal to 11 and 12 in base 10 respectively. In this system 12 (14 in base 10) halved or divided by 2 (2 in base 10) is equal to 7 (7 in base 10). Note that the values of 0 through 9 have the same value in both systems.

ADDED:
The number of neurotypical answers to this post is ASTOUNDING! On the other hand, I found the Roman Numeral answer found below quite exceptional, EXCEPT that halving XII yields two halves \/II and /\II. Now many would say that the second value is of no use but the symbols of both represent Eastern Arabic Numerals. The first \/II could be interpreted as 7, 1, and 1 and the second 8, 1, and 1. Now, this also could be interpreted in a number of ways. You could read 7+1+1=9, 8+1+1=10, 711 or 811. So by stretching our interpretation of the question we can come up with even more answers to similar questions half of twelve=9?,... 10?,... 711?,... 811?). I stand by my base 12 answer though, because (1) it is a cleaner mathematically simpler answer, and (2) Occam's Razor - [interpreted as] the simplest answer is most often the correct answer.

This is a brilliant problem that requires you to think of different ways to write things down.

In base 10, 12 is 12
In base 2 (binary), 12 is 1100
In roman numerals, 12 is XII

In base 10, 7 is 7
In base 2, 7 is 111
In roman numerals, 7 is VII

Clearly there's no visual or logical transformation of the decimal (base 10) or binary numbers where you "halve" them to make 12 into 7. Probably because half of 12 is 6.

But roman numerals are special in that they used a lot of symmetric letters. M V I X, they all have a plane of symmetry, so you can cut them in half one or two ways and end up with two identical halves.

Cut I in half with a horizontal line and you get two smaller "I"s with half height. Cut M in half with a vertical line and you get a couple of pretty triangles. Not much use, really.

But cut X in half with a horizontal line, what do you get?

XII = 12, cut it in half with a vertical line, halving it.

VII = 7.

I loved this problem the first time I saw it, never thought of using roman numerals myself.

um uless the problem was set up like this 12 / 2 = 7 and you have to do the replacement sh*t then you would get a totally differet answer which would end up to be like 1 or -1...i think. because you would divide 12 by 2 and then you would either have to subject 6 or 7 from the other(but i dont htink thats what you mean....well,myabe>>??) otherwise, no, the answer would be 6, unless you were to get extremely specific, but i think even if you were to get a highly scientific calculater, it would just come out as 6, sorry man., unless it was just a mix-up in the book or something...then you better go to your teacher or a friend who wants to major in something tha thas to do with math equations

Solution by Roman Numerals,

XII is roman numeral for decimal 12

Taking half across the middle horizontal line gives,

VII which is roman numeral for 7

Hence half of twelve = seven,

as half of XII = VII

Here's how you know for sure. What's seven plus seven? Does it equal twelve, or fourteen? There you have it!
