In order to make a site for someone/yourslef u don't need any degree or certificate. But whatever the software that u r using in order to make a website..that software must be registereed. Bcoz if somehow the company know that their software has been used to make this website & it's not registered then u may be in troubel. But chances is 2-5%.

One thing more...if u r going to make a website for big company then i would recomend u to use a registred software otherwise it's ok.

Not in America! If you live in some other country, there may be stupid laws requiring you to obtain some sort of business license.

Most programmers don't have a degree or a certificate, though the very best ones typically have both.

No, as long as someone is willing to pay you, and you don't misrepresent yourself (like claiming you have a degree when you don't) you can be paid to do anything.

But just because you know how to use dreamweaver, frontpage, or the like, does not mean you know how to build websites. Too many people think it's as easy as making a Publisher file. It's not.

No, if you have the skills and knowledge, you can do it for a fee agreed upon by yourself and the person hiring you. If you want to start up a business creating websites, it would be helpful to have a "seal of approval," but, you still don't need one.
