Agree with a few above, sounds like the hinges are "binding".
Get a hammer and hit the knuckle of the hinges towards the latch (with the gate in the closed position) and failing that, move the hinges but make sure you move them well away from the old holes or they will become loose and end up worse than when you started.

Check to see why the hinges are binding up. You may need to move one or both of them, or you may need to lubricate the latch a bit. You could try to put a weight on the gate somewhere to induce it to pull completely closed. You could try a spring similar to the ones used in screen doors. Good luck.

Thomas Jefferson tied a rope from the leading edge of the gate to a post 3' from the latch post. He hung a heavy weight in the middle of the rope. It still works after 200 years.

Maybe get a spring loaded hinge or two if possible. Make sure the current hinges are not what is stopping it from closing. Make sure it has a clear free path.

It might be binding at the joints you might need new hinges that can go the full length or maybe Evan a double jointed hinge try home depot
