I live in Kansas city , I have a sharp 99 ford Tauras that wants to give me trouble , I would trade for a mid ninties corrolla that WILL run ,, my car is black , with light tinted windows sharp, just doesnt want to start half the time ,, I dont have the time for the grief,

Aww..don't be that way. It's not that bad, a fuel pump isn't a bad repair, just think if your head gasket blew, or you dropped a valve. That would be a major problem. The 99 Taurus is a good car, and how many miles have you gotten out of it up until this little problem. You can get over 200,000 out of this car, if you maintain it. I have seen some with more miles than that. Don't let a little fuel pump discourage you.

Well, I think having a car that you can use is more important than having one that looks good.

Try going to a reliable mechanic to see what is wrong with the Taurus. It may be something manageable. If not, you gots to trade it in. What's the point of owning something that costs several thousand dollars if it does not function?
