I have collected many rocks from creek beds and river banks and the side of the road.Even in Missouri and as best I can tell you is if you are in a state park or a federal park it is usually illegal to take anything from them yes even small plants. In Yosemite National Park it is illegal to remove fallen pine cones and anything else that you did not bring with you.If you are picking them up on the side of the road this is only illegal like on highways where signs are posted as you are entering the highway saying emergency stopping only.Have fun collecting the rocks and building your walls or what ever it is you are using them.I have collected over fifty tons of stones from various places from Toronto Canada to Georgia and from the Atlantic Ocean to the Pacific Ocean.Surprising as it was to find rocks on the ocean floor while swimming they now grace my coffee table in a nice bowl I made on the pottery wheel.

Being a geologist, I can tell you there is unlimited supply of rocks. Unless there is special circumstances, you should be able to pick up as many rocks as you can carry

It's not illegal to pick up rock anywhere that I'm aware of unless it's privet property!
