The best answer for this question would depend on your economic and social values.
To get a mix of both values get a coat from an outdoor adventure store. Northface, Cabelas, BassPro, and some other stores have modular coats that are designed for rainy days, cool days, freezing cold, windy days and just about any weather you can imagine.
One coat does it all - even stylish enough for the local social and nice enough for Sundays.

I hate excess, but I want to be prepared. So, 1 Gortex for extreme cold, with liner. 1 lighter cold weather waterproof hooded. 2 pull over hooded. 2 Suit jackets. 1 flease casual zipper. So about 7-9 seems OK. Unless you live in the tropics or something.

It depends on where you live, whether you have distinct seasons with great variation in weather and temperature, the specific needs of each family member, and what your budget will allow.
Consider a rain jacket for spring summer and fall, another light jacket for spring, summer and fall, and a winter jacket. Most people should be able to manage with three in most climates.

I would think 1 good light coat, 1 daily use one. One heavy coat and one nice dress heavy coat. Maybe one for play also. That would be the bare necessity. There is no reason that you could not have more. I would think that it has a lot to do with what your budget is.

That really depends on where you live.
If you live in a climate with extreme weather, you're likely to experience a whole range of temperatures and conditions. In February, you might want a parka. Spring and fall might demand a windbreaker or a rain coat.
And, if you're into winter sports, a proper light-weight ski-jacket is a necessity.
