Do you mean estimate? If so, then no, that's not correct. 243.23 is rounded off to the nearest tens as 240. There's nothing to estimate because you don't have a mathematical or arithmetic expression.

I think you might mean rounding. If you want to round 243.23 to the nearest whole number, no decimals, look at your tenths column, 2. If this number is less than 5, your whole number remains 243. If the number in the tenths column is 5 or greater, add 1 to your ones place, the number is now 244. I hope this helps.
