I wear my jeans more on my hips than my waist.
If I go by my actual waist size will they be tight around my hips? & if I go by my hips size will they be too long? (I'm 5'4)

I am assuming you mean waist size...a 10 would be about a 30 inch waist, but sizes vary a lot.

9-10 is 28-29. Im not sure about 10-11 but it would have to be 30 or 31 maybe. Its hard to tell because depending on the brand it could be 22 23 because expensive designer jeans always make the size a lot smaller than what it really is

In Levis jeans the rule of thumb was to add 20 inches to the size in womens' styles if the woman wished to try on a mens' style. A size 10 misses would equate to a 30 or 31 inch mens' jean. (Fudge up or down an inch for looser or tighter fit.)

The rule breaks down at the small and large ends of the size spectrum..

And yes, some women DID prefer mens' 501 jeans back in the day before low rise stuff came online for women.

It really all depends on the store, but if you own a pair of pants in a 10 from let's just say, old navy, you can go to see the sizing chart on the old navy website. I'm not sure if this will help you or confuse you. Sorry.
