if instead of spending $7 billion per month for a miltiary presence...we used just a portion of the money to buy off different militias? (There's no way Iran can spend nearly what we can spend to influence Iraqi militias.)

What militias? The A Team? Technically we are buying all of our "allies", giving them preferential trade agreements, they know if we take the oil without them, they are screwed. I'm guessing the majority of the cost is for the hardware, not the $8/hour they give solders for 24 hours of work. so considering training a bunch of Jamaicans to fly a FA-18 might be a bit pricey, we're best off just reducing overall resources, not necessarily headcount.

If the militias in Iraq were after money, they wouldn't be fighting. Their leaders desire power and the fighters believe in their cause. Paying them money doesn't solve the underlying cause of their problems. These militia groups draw recruits from the young, often educated, but unemployed and disgruntled. The lack of jobs and a lack of optimism about a better life cause people to join these groups. "If you give a man a fish...."

Well they wouldn't need the money so they'd close down they oil refinerys, forcing us to invent better ways of creating energy, thus opening the door to more ways and eventually creating a peaceful world XD

the main failure of the Bush admin. was that they thought of the iraqi mindset on par with a western mindset...big mistake.
although your question makes total sense, it is not practical when applied to these people. you can never buy their loyalty. just as we can never win their loyalty by liberating them. no matter what you do..the mullahs are there to to tell their sheeple that we are the great satsn and that our money is a zionist plot, yada yada yada...

I wish your idea could work..

They are not spending it in Iraq, it is the salary of the US military, and the supplementary expenses too... And they will be receiving it even without the Iraq War.

Money is not important to them, so that wouldn't work. Basically, they hated America before we invaded them, they REALLY hate us now, and no amount of money is going to fix that. Believe me though, I'm sure Bush has thought of that idea. Money has bailed him out of every other problem he's gotten himself into in his life, why not this one.
