The money would have gone into Saddam's coffers. I've mentioned elsewhere on Yahoo! Answers that there is some very enlightening information to be found in any of Claudia Rosset's articles on the OIL FOR FOOD program. She writes a column for the Journal Online, part of the Wall Street Journal.
But did you watch any of the coverage of the first free elections in post-Saddam Iraq? I can't think of any price that compares to the value of people voting for their own future.

The Islamic terrorists wouldn't have had to hijack the jets, they could have purchased their own.
Saddam could have had gold toilet paper and towel holders in his palace bathrooms to match the toilet seats.
$400 billion would be an excellent down payment on several uranium enrichment facilities.
At $5000 a pop, suicide bombers could have been backlogged for their scheduled trip into Israel for years to come.
This was not one of the best questions I have seen on this forum - not the worst by any stretch, just not the best.
Almost subliminal in it's anti war sentiment.

Oh, yes, let's just HAND the money to the terrorists. That works. Now I know what you're saying, Iraq isn't a terrorist country, but if you give the Iraq government, 400 Billion, that's little more than a target on the back of the head.

They will behave exactly by sharing the burden to the Businessmen, the Congress and the Military that benefits from it.
In short, they will share the country that they have been giving to Saddam Hussein.
And it will look like that there will be a factions of American Saddam Hussein... in disguises.

"we" dont hand or spend money like that ... you have to look at it in terms of where the money actually comes from ... it comes from the banks, not the govt, not ur taxes ... the money is loaned from the banks and its making the banks even more money .... people have the wrong idea when they think that all our taxes pile up in this big room and GW just goes in with a couple of big trash bags and fills them up to spend on the war and give away .... thats not how it works.

Well, their belief is that if we do not convert to islam, we should be taxed. I guess if you want to let them control you, pay them. If we would have done that, I'm sure you would have invited uday hussein to your wedding, so he could rape your new wife, right?
