We will be putting our home up for sale soon and my next door neighbors are the eyesores of the entire block. Dirty diapers in their driveway, and toys and bikes and trash everywhere. They live in a two bedroom home with 5 children under 10 years of age. Their filthy old beat up recliner is on their front lawn. HELP? But...I can't just ask them to "clean up" as we turned them in for animal cruelty last year. They were literally starving their poor dog to death. (We feed it now regularly as they still don't feed or water it for days on end.) What can we do???

Honesty is the best policy.

You need to think about a discussion...you really need to talk to them first. You need to try and persuade them to clean up their trash, and you need to convey to them the honest fact that you are trying to sell your home and explain that the ability, alone, to sell the house at market price is dependent on the surrounding environment, and point to their yard. You can explain further and state that you would do this for them, if the shoe were on the other foot.

You can potentially plan to ask them twice. On the second attempt (plan a given amount of time-tell them a date that you need this task achieved-hit for a mark BEFORE you really need it accomplished), mention to them that you will have no choice but to seek the help of authorities to get their trash picked up. Tell them that the yard is filthy, and that Social Services (no one wants social services to come to their home looking like that when they have small children-they could loose their children) would have a field day.You will have to resign to the fact that this may take a while to achieve and to have patience with it. Then again, you may be surprised.

You could call animal control again, have no compulsion about letting them know who it was and just continue to be a pain in the a**. They may like the idea of you moving and oblige to cleaning up their yard.

They sound like idiots. Ask once nicely like the kind person you are, and then either call the city (as this sounds like a sanitation issue) and if they won't do anything, sneak over there in the middle of the night and throw a bunch of fish, stinky cheese and any other disgusting thing you can think of around their yard. They probably won't clean up the mess, but justice is sweet, my darlin ;-)

Have you called the city or county (whichever is applicable) to report the yard as a code violation? Depending on where you live you may have an environmental department which can help. If you are in the city limits, search for your city webpage if you are outside city limits search for your county webpage for some help.
Good Luck-I have been in your situation before!

Report them to the city or county health inspector, housing authority, or whom ever is in charge of those type of things where you live. Things like that are a publice health/safety hazard, and can cause germ carrying diseased rats to reside in your neighborhood, which is a danger to everyone, especially the children.

You should alert the authorities, such as the by-law officer. It is up to them to enforce the laws that mandate that the yards are kept in a manner that is up to code.
It is your civic duty to ensure this is done and also in your best interest if you want to get top dollar for your home.
