public schools are a part of the government and have no irs code.

private schools could be charitable, non-profit, not-for-profit, or for-profit and these would have irs codes.

No. Public schools are government agencies.

A private school might be a non-profit corporation, and 501(c)(3) is the proper designation for non-profit educational corps.
