The problem is that after the surgery his mouth has been extremely dry and he is unable to urinate what should he do?

I had rotator cuff surgery as well. How Long has it been since the surgery? Normally you cannot be discharged from the Hospital without passing urine or a bowl movement. If he is on pain med, that may be the cause of his dry mouth. The medication information paper should tell you if that is a side effect. However, I would recommend you check with his doctor immedialty on the urination issue! Could be another problem going on there. Don't let that drag on or an infection could set in.
He does not need another problem.. Rotator Cuff surgery is bad enough.

probably from the anesthetic, have him drink plenty of water, if both problems don't go away in a day or two call his doctor
