Yes they can. If you recieve ANY income you MUST report it. If you are expecting back-pay they can calculate WHEN YOU RECIEVE IT, not until then.

They usually go year from year to figure out your rent share. If you are just applying they will check all income but must go by what you make in a year. SSI is very low so the rent shouldn't be too high.

they can only go back so far. but if you have last years w2 then give them that and tell them that nothing has changed.
