Ok, this guy is a total perv and he's hitting on me, gross!!! Please help me. I'm typically a really nice person, so I don't want the other people see that I'm flicking somebody off.

Tell him that you are underage and your father or some other male in your family is a policeman and they would not appreciate his advances.

Been there... Is there any way to avoid him? You put your question in family and relationships... are you related to him? (that could make it a little harder to avoid him...)
Is there a way you can avoid being near him in private? Stick to public places, and if he's dense enough to miss the body language, try saing (in a semi-loud, in-charge kind of voice), "Y'know, I'm really NOT interested.".... or (if you can stomach it) you could ask him to spell out what he wants from you, (go ahead and make EWWW-type faces) then, "That's sick and twisted. Don't ever talk to me again."
Do you know his phone #? And this will probably be more your speed- call him, tell him very clearly that you're not interested in him and would rather he not contact you, talk to you, touch you, etc.... Describe EXACTLY what your limit is with this guy. Let him know in NO UNCERTAIN TERMS what you expect of him. Also you may want to clarify to him what you will do if he crosses that line... like calling the police, cracking his nuts, removing his nuts, whatever it takes to scare this guy off!!

I think once you establish someone as a perv... you can COMPLETLEY throughout the whole "respect and manners" thing. Who cares if other people see it? Chances are they are already watching you wondering "Why doesn't she do something about that jackass?" Do what YOU gotta do to not get RAPED!

i would tell someone who is in charge be that a teacher or boss... if you are not in a situation where you are at liberty to tell... then if it gets out of hand i would strongly consider having the cops involved....
