Yahoo Answers new design is to remove bugs in the system, improve usability and prevent people from abusing the system.
This can be quite subjective and personally do not see why long avatars are required, avatars are not mean to take up 50% of the space on your monitor!

I don't know, but I like it. It helps a lot. Less clicking and leaving the answers screen.
