Officially around December 21, but a lot of people consider the winter "season" to start after Thanksgiving.

Astronomically, it starts with the winter solstice (around December 21 in the Northern Hemisphere and June 21 in the Southern Hemisphere), and ends with the spring equinox (around March 21 in the Northern Hemisphere and September 21 in the Southern Hemisphere). In meteorology, it is by convention counted instead as the whole months of June, July and August in the Southern Hemisphere and December, January and February in the Northern Hemisphere.

By convention, December 1st. The "farmers' calendar" divides the year into 4 seasons of 3 calendar months each.

But from a practical point of view it depends where you are. I think they close the North Rim entrance of the Grand Canyon for winter on Nov 15th, for example.

It depends on what part of the world you live in. In the Northern Hemisphere the winter solstice occurs on either December 21st or 22nd. In the Southern Hemisphere the winter solstice occurs on either June 21st of 22nd.
