Go to tripod.com and get a server account. Use their HTML editors to write the code for your webpage, or upload your own. You can write HTML in any word processor, or you can use Microsoft Publisher or Dreamweaver to make one. You can also use one of the many Free layouts they have. But if you really want to learn something, go to a bookstore and buy HTML programming books and make sure it talks about CSS.
