The New York Mets were 40-120 in 1962, their first season. Jimmy Breslin wrote a very entertaining chronicle of the season, "Can't Anybody Here Play This Game?" It's available from Amazon at the source link below.
The Tigers came close to that record a few seasons ago, but fell just short.

I'm going to have to say the Kansas City Royals, they have had countless losing seasons and last season they had a franchise worst record of 56-106 record.

Clearly, the Devil Rays...no winning seasons, crappy stadium, no big name players, no all stars ever played for them long enough to help them (Boggs, for a little)
Royals are a close second. Same as above, except Kauffman Stadium is pretty nice.
