the more times you fight them, the higher their level will be.
i find that the best place to train (especially when training attack stat) is island 1, i think it is.
there is a place where you can go in, and ther'es people laying around in a steamy cave or something... you go in, but then you leave right away, and south of that, there's like 4 trainers that all have machop family, and mankey family. after a while, they all get about level 55, and really, machops/machokes/machamps are so easy to beat. and i think at least one of them likes to double battle
oh, and you don't need to pull out that thing that makes them get the "!" over their head. just talk to all four, go back in the cave, come out, talk to all four, etc..

In FireRed, some of the trainers you battle will get stronger as you advance in the game00you can use the Vs. Seeker when there are trainers on-screen to see who wants to battle. An "!" mark will appear above the heads of the trainers who want to battle again.
For the most part, however, many trainers won't get that much stronger--if at all. Your best bet for trainer battles is either the Elite Four or the Trainer Tower on Seven Island. Once you've completed Lorelei's side-quest on Four and Five Islands, you can battle the Elite Four as many times as you like--and they will have significantly changed their line-ups. All of them will be significantly stronger and many will have added new Pokemon. Even your rival will be much stronger.
The Trainer Tower also allows you to battle fairly strong trainers, but they only get as strong as the level of the contest you decide to enter. The best trainers are scattered in the wild among the Sevii Islands and get progressively stronger as you advance from One Island to Seven Island.

david t's right then again do u have the exp share item? if u do let 1 of your pokemon hold it it will level up but not as fast as you'd like it 2 good luck :)
