Having a bigger gun will always trump anything else when it comes down to it. Disarmament is ultimately a very stupid course of action because then it allows those who would destroy civilization to win with less resistance.
Fortunately for most of the world, the United States is in an extrememly dominant position of military might currently, and it's goals are not military takeover for the most part, but rather primarily maintaining it's power and sustaining economic growth. As long as that status quo is maintained, most other nations can get by with minimal armies secure in the knowledge that the US will mobilize against any threat to their economic health, which includes destructive forces attempting to war upon their economic partners. Note, for example, the diminutive Canadian army, isolated between two oceans, secure in the knowledge that the US would protect them against any threat, and knowing that attempting to build an army against the only real threat to them (the US itself) would be futile due to the sheer difference in manpower, economy, and a long, indefensible border.

I dont think that it would stop war and terrorism.; Guns are illegal in Great Britain and they still have shooting over there....you can get things like that too easily on the blackmarket.
By Disarming militaries and civilians we would be making the criminals richer and more powerful.
