Because ejaculation or the shooting out of sperm is an automatic response of the nervous and muscle system and at a certain point the boy does not have control of the reflex that shoots semen out of the penis.

If you're talking about during sex, its not like they 'have an urge' to orgasm and choose to do so. Its involuntary. Its like me asking why women can't not gag during deep throating. Both parties can learn to control what is naturally involuntary, but it doesn't just magically happen.
