I think they are "roof rats" so they obviously come from the roof

I had a similar problem with rats climbing some trees planted close to the house and onto the roof. By purchasing some smooth aluminum (18-inch strips) and securing them completely around the tree, I was able to prevent the rats from climbing.

Not sure if this is something you can do to keep the rats from climbing your balcony but thought I'd give you another option to consider.

GOOD LUCK!

We had rat problems, coming into our backyard and running along atop of the fence. My dad had gotten a "Citrus Gel" from the store; Home Depot, or any hardware store, even Wal-Mart carries it. Its a cleaning gel that he rubbed along atop the fence. It makes their feet feel burn. The rats don't come around anymore.

If you are not a homeowner and are renting the place, tell your landlord. If they do not respond, call the Health Department.

Either buy them tickets on a cruise liner or do something to destroy the view from the balcony.
