As long as the coat is closed, it's legal anywhere in the US. But just being legal doesn't mean you can't get into trouble with private stores or companies.... it only means the govt cannot stop you.

Not that I am aware of. Maybe in some states. If you are serious you should look up laws about it in each state. Girls wear dresses with no underwear all the time so there you go>>>!!!
