These are usually hotels which are not part of any chain and you can find places at different price range. For good deals on hotels worldwide I nearly always go to www.hrs.com.

I stayed at a very good cheap one (35 euros per night including breakfast for a single room with have private WC, conditioned air, telephone and satellite TV) last year. A good price for Lisbon! It is Pensao Fonte Luminosa.
