These things have really relaxed in the past 2 years. The answer is yes to the shoes. Remember the news story about the group of women who showed up for an audience with President Bush and wore flip flops? Only a small number of people were surprised.
Hosiery is also becoming more optional. I'd give it another year before it's totally okay to skip them, so I'd wear hose in NYC in November.
I was at a reception to honor a new supreme court justice and half the women lawyers were not wearing hose but were wearing pumps (open or closed toe)

If you want the final touch of class, then yes to the hose. However, sandal toe is a MUST. With open toes, the sheerer the better, but do make sure the pedicure is fresh so you don't poke through the toe before the night is up. There are the open-toe hose for sandals if you want the benefits of the hose without your toes being covered. If it doesn't match your skintone, though, it could look a little goofy with toes that don't match the rest of your leg :)

Open toed shoes are thoroughly proper, yet no longer pantyhose in an open toe (yuck). You can wear open toed heels to a black tie wedding just be sure to wear pantyhose/stockings to finish out the outfit. Suntan/nude sandal foot would be best or you could wear a sheer black if you like.

i would say you'd be ok with the heels. they are very "in" this season, so it's not like it's a fashion crime. definately wear the pantyhose, for 3 reasons:

1. it will look trashy at a black tie event if you dont
2. nyc is cooooold in november
3. wearing no hose is a summer thing with sundresses and such.

I agree that the open-toe shoes are absolutely acceptable. I say wear hose unless you have very supple tan looking legs. HOWEVER please do yourself a fashion favor and pick up a pair of Donna Karen toeless stockings. That way there won't be a seem evidenced to all who look at your toes. You can buy them at Nordstrom, or usually on sale at Century 21 downtown.

yes you can wear open toed to that event and of course you can wear pantyhose....go with nude or suntan unless your dress is black then go with off black pantyhose
