They cut down on the sound inside the car, if you're talking about the material that goes under the carpet.
I've also seen a few things that could be called liners that go over the carpet to protect the cargo area from spills and such.

you're able to just remove the liners and shake them out for a quick cleaning. it will also keep your actual upholstery and carpeting in the car very clean, which should increase you re-sale value.
