Victoria was Queen of England when she was still young & the dress in her day was made in such a way as to cover most of the body. She became known as "The Virgin Queen", but in reality she was hardly a virgin. So Victoria's "secret" was that she had an active sex life even though she didn't marry. The lingerie people decided to use the name "Victoria's Secret" as a reminder that even though most people won't see what's underneath your clothes, you can wear lingerie that's sexy & attractive.
