An exhaust tip mainly does one thing, add to the appearance/attitude of the vehicle. The other thing it can do, is help direct exhaust away from the vehicles body, as in when body kits are used, generally they are fiberglass, putting an exhaust tip on will move the heat of the exhaust away from areas that could be damaged.

An exhaust tip is simply the outlet for the exhust gases coming from your muffler. You can add things onto your exhaust tip such as chrome pipe to make it look nicer (more Bling) , but add on's for your exhust tip wont improve performance.

Or look ugly depending on your opinion. Most of them are purely cosmetic. A few may change the tone of the exhaust a bit, and there are one or two attrocious designs that may restrict your exhaust and hurt performance.

Extra expense, looks good, extends exhaust pipe further. Very few do anything to improve performance, or change sound!

Depends what kind... some (most) are just for looks.... other alter the sound of the car... but very few add performance.
